In a significant move aimed at enhancing governance efficiency, President Hakainde Hichilema has announced a major reshuffle within the ministerial and permanent secretary ranks. The changes, made in accordance with Article 270 of the Constitution of the Republic of Zambia, reflect the administration’s commitment to strengthening leadership and driving national development.
Key Terminations and Redeployments
Effective immediately, the President has relieved several officials of their duties:
Hon. Henry Sikazwe, MP – Minister for Muchinga Province
Hon. Gregory Ngowani, MP – Government Deputy Chief Whip
Mr. Henry Mukungule – Permanent Secretary, Muchinga Province
Mr. Robert Kamalata – Permanent Secretary, Lusaka Province
Mr. Mighty Mumba – Permanent Secretary, Luapula Province
Mr. Ringo Zulu – Controller of Internal Audit, Ministry of Finance and National Planning
In addition, the following Permanent Secretaries have been relieved of their duties, pending redeployment:
Mr. Joseph Rikki Akafumba – Ministry of Home Affairs and Internal Security
Mr. Augustine Kasongo – Copperbelt Province
Mr. Mwamba Peni – Special Duties
As part of his continued vision to enhance service delivery, President Hichilema has appointed new officials to key positions in line with Articles 117(1), 92(2)(e), and 184(1) of the Constitution:
Hon. Njavwa Simutowe, MP – Minister for Muchinga Province
Hon. Nason Musonda, MP – Minister for Luapula Province
Hon. Likando Mufalali, MP – Government Deputy Chief Whip
Mr. Mulele M. Mulele – Permanent Secretary (Economic Management & Finance), Ministry of Finance and National Planning
Ms. Mwaka Mukebesa – Permanent Secretary (Budget & Economic Affairs), Ministry of Finance and National Planning
Ms. Prudence Kaoma – Permanent Secretary (Planning & Administration), Ministry of Finance and National Planning
Mr. Lazarous Mwanza – Permanent Secretary, Copperbelt Province
Mrs. Prudence Chinama – Permanent Secretary, Luapula Province
Rev. Mathews Chilekwa – Permanent Secretary, Muchinga Province
Furthermore, in pursuit of a streamlined government structure, the following Permanent Secretaries have been reassigned:
Mr. Maambo Hamaundu – Transferred from the Ministry of Local Government and Rural Development to the Ministry of Defence
Mr. Norman Chipakupaku – Moved from the Ministry of Defence to the Office of the Vice President as DMMU Coordinator
Dr. Gabriel Pollen – Relocated from the Office of the Vice President (DMMU Coordinator) to the Ministry of Local Government and Rural Development
Mr. Patrick Mucheleka – Shifted from Cabinet Office to the Ministry of Lands and Natural Resources
Mr. Joe Kalusa – Reassigned from Cabinet Office to Lusaka Province
President Hichilema expressed gratitude to the outgoing officials for their service to the nation and wished them success in their future endeavors. He also congratulated the newly appointed and reassigned officials, urging them to uphold the highest standards of public service and governance.
The latest restructuring underscores the New Dawn Government’s dedication to effective leadership, accountability and national progress.
