The Government of Zambia has reaffirmed that there is no ban on fertiliser imports, addressing misconceptions surrounding the country’s agricultural supply chain.

Clarifying statements made by Minister of Agriculture, Honourable Reuben Mtolo, during his ministerial address to Parliament on February 13, 2025, the government emphasized that while Zambia has achieved self-sufficiency in D-Compound fertiliser production, private entities remain free to import fertiliser that meets national standards.

Zambia’s ability to meet its domestic fertiliser demand is a milestone attributed to increased local manufacturing investments, such as United Capital Fertiliser. This development has significantly reduced reliance on imports, ensuring greater price stability and supply consistency for farmers ahead of the 2025/2026 farming season.

However, Minister Mtolo made it clear that no restrictions have been placed on fertiliser imports. The private sector remains open to import fertiliser in line with existing regulatory and quality standards.

The Zambian government remains dedicated to:

  1. Ensuring stable and affordable fertiliser supply for farmers.
  2. Encouraging investment in local production to strengthen self-sufficiency.
  3. Maintaining open market policies that allow businesses to operate freely.

This policy is aligned with President Hakainde Hichilema’s vision of fostering food security, economic resilience, and agricultural development.

For further clarification, stakeholders are encouraged to engage with the Ministry of Agriculture to ensure accurate information regarding fertiliser procurement and availability.

This is in a statement Issued by Mr Balewa Zyuulu Principal Public Relations Officer, Ministry of Agriculture.
