GOVERNMENT AND FOOTBALL STAKEHOLDERS UNITE TO STAMP OUT HOOLIGANISM AND RESTORE DIGNITY TO ZAMBIAN FOOTBALL

In a decisive move to safeguard the integrity of Zambian football, the Minister of Youth, Sport and Arts, Hon. Elvis C. Nkandu, has led a high-level meeting with major football and sports stakeholders following recent incidents of hooliganism and vandalism at Levy Mwanawasa Stadium.

The meeting, which included representatives from ZESCO United, Power Dynamos, Red Arrows, Nkana Football Club, the Football Association of Zambia (FAZ), Zambia Premier League, Absa Bank Zambia, and the National Sports Council of Zambia, marks a renewed commitment to fan safety, sportsmanship, and the protection of national sports infrastructure.

A comprehensive set of resolutions has been agreed upon and will be implemented ahead of the ABSA Cup semifinals scheduled for April 26, 2025, at Levy Mwanawasa Stadium. These measures reflect a united front to restore order and uphold the values that make football a unifying national passion.

KEY RESOLUTIONS INCLUDE:

  1. Robust Security Deployment: Over 300 security officers will be stationed at the stadium to ensure a safe environment for players and spectators.
  2. Zero Tolerance on Projectiles: Entry will be denied to fans carrying objects that could be used as missiles. Safety is non-negotiable.
  3. Safe Alcohol Consumption Policy: Alcohol may be sold, but only in plastic cups. Bottles and cans are banned due to their potential use as weapons.
  4. Strict Ticketing Enforcement: Only fans with valid matchday tickets will be allowed entry. Fans are encouraged to use official ticket outlets.
  5. Mandatory Club Accountability: All participating clubs must sign a Code of Conduct, committing to uphold discipline among fans and officials.
  6. Anti-Vandalism Awareness Drive: Educational campaigns will be rolled out to promote respect for sports facilities and infrastructure.
  7. VIP Area Integrity: Security will be enhanced in VVIP and VIP sections to maintain order and decorum.
  8. Firm Disciplinary Measures: Individuals involved in violent or destructive behavior will face strict consequences. Accountability will be enforced without exception.
  9. Steward Training: All match stewards will undergo pre-match training to ensure effective crowd management and emergency response.
  10. CCTV Surveillance Implementation: Stadiums will be fitted with surveillance systems to monitor fan behavior and aid in post-match assessments.
  11. Nkana FC to Bear Repair Costs: Nkana Football Club has been held responsible for damages to 506 seats and will also finance the repair of an additional 2,300 previously damaged seats.

Minister Nkandu reiterated the Ministry’s unwavering stance against hooliganism, stating, “Football must remain a space of unity, passion, and pride—not fear and destruction. These measures are not only preventive but transformative, ensuring our stadiums are safe for all.”

The Ministry calls on all fans, clubs, and stakeholders to embrace these reforms and promote a culture of mutual respect, discipline, and love for the sport.
