ZAMBIA POLICE WARN AGAINST CYBERCRIME AS SUSPECT ARRESTED FOR HATE SPEECH AND ONLINE HARASSMENT

‎The Zambia Police Service has issued a stern warning to all would-be offenders, cautioning that any form of criminal conduct, whether in physical spaces or online, will be met with swift investigation, arrest and prosecution in line with the country’s laws.

‎This follows the arrest of 38-year-old Hendrix Mumbi Mulenga, of Chelston, Lusaka, who allegedly operated a TikTok account under the name Biblevegass. Mulenga, an Assistant Driller at a local drilling company, has been taken into custody and charged with:

‎1. Prohibition of Humiliation and Harassment, contrary to Section 22 of the Cyber Crimes Act No. 4 of 2025.


‎2. Expressing Hatred Towards Tribe or Race, contrary to Section 70(1) of Chapter 87 of the Laws of Zambia.

‎Police say the arrest underscores their commitment to safeguarding both the physical and digital environment from harassment, hate speech and criminal activities.

‎Members of the public have been urged to exercise responsibility on social media platforms and to remember that while freedom of expression is guaranteed, it does not extend to harassment, abuse or incitement of tribal or racial hatred.
