The establishment of the Electronic Government Division under Zambia’s constitution has been hailed as a transformative step toward the country’s digital future.
Mrs. Judith Chilombo Beene, ICT Director at the Ministry of Local Government and Rural Development, described the move as a critical milestone in integrating technology into government operations.
“This development has revolutionized how ICT functions are structured in the public sector,” said Mrs. Beene. “What was once a subsection under planning and information has now evolved into dedicated ICT departments across ministries.”
While progress has been significant, Mrs. Beene emphasized the urgent need for ICT staff in local authorities to advance the digital agenda effectively. She acknowledged that some local councils still lack ICT officers but reassured that the Local Government Service Commission is addressing the issue.
“The presence of ICT staff in local authorities is essential for driving digital transformation,” she said. “However, the pace has been slower than anticipated due to these gaps.”
To overcome these challenges, the ministry is promoting the formation of ICT steering committees within local authorities. These committees will support the development of digital projects, monitor progress and align with Zambia’s digital strategy and the 8th National Development Plan.
The government’s digital transformation agenda aims to leverage technology to foster economic growth and enhance public service delivery. Priority areas include building digital infrastructure, developing digital skills, fostering digital entrepreneurship and expanding access to digital financial services.
With the establishment of the Electronic Government Division, Zambia is laying a solid foundation for a digitally driven economy. As local authorities take a more active role in this journey, the nation is poised to unlock the full potential of digital innovation.
