The Zambian government has expressed deep concern over the alarming rise in child sexual abuse cases and is moving swiftly to tighten child protection systems across all sectors.
Speaking in the wake of harrowing reports — including the defilement of three minors by their father in Lusaka’s Barlastone area and the shocking case of a father caught sexually abusing his hospitalized seven-year-old daughter — Minister of Community Development and Social Services, Hon. Doreen Mwamba, described these crimes as a betrayal of trust and a national emergency.
“These horrifying incidents are not merely headlines; they reflect the anguish of innocent children suffering in silence, betrayed by those meant to protect them,” Hon. Mwamba said.
Vowing firm action, the Minister assured the public that the government will pursue justice without hesitation and ensure that perpetrators are held fully accountable. She emphasized that silence or inaction will not be tolerated in the face of such grave offenses.
As part of immediate measures, Hon. Mwamba has directed all institutions working with children — including schools, churches, hospitals, orphanages, and community centers — to establish and enforce sector-specific child protection and safeguarding guidelines. These policies, she said, must be backed by rigorous monitoring systems and mandatory background checks for all personnel working with children.
In addition, the Minister has called for nationwide training of caregivers, teachers, healthcare professionals, and community leaders to enhance their ability to identify signs of abuse and respond appropriately.
Public awareness campaigns on children’s rights and the importance of reporting abuse are also being prioritized, with Hon. Mwamba urging communities to act swiftly when suspicious behavior is observed.
“If something feels wrong, report it. If a child confides in you, believe them. We cannot afford to be passive while these atrocities unfold around us,” she urged.
Hon. Mwamba further challenged all Zambians to take personal responsibility in safeguarding children’s welfare. “Every citizen must become a vigilant protector. Let us work together to ensure no child in this country is ever subjected to such cruelty again,” she concluded.
