The government has underscored the importance of working closely with key stakeholders in the administration and management of land and natural resources to improve service delivery and address the growing concerns around land disputes.
Minister of Lands and Natural Resources, Hon. Sylvia T. Masebo, made the remarks during the National Land Conference held in Livingstone, organized by the Zambia Institute of Estate Agents (ZIEA) under the theme “Harnessing Innovation for Land Use in a Changing World.”
Hon. Masebo noted that such engagements are crucial in finding sustainable and innovative solutions to land related challenges the country is grappling with. She emphasized that collaboration with experts and stakeholders would enhance transparency, fairness and efficiency in land management systems.
“This conference has been an eye opener. I have learned a great deal from the interactions and presentations and some of the ideas shared here will definitely influence the way we operate at the Ministry,” she said.
The Minister further encouraged ZIEA to maintain continuous engagement with her office, rather than waiting for annual conferences, to foster ongoing collaboration and policy dialogue.
Participants at the conference applauded the ministry for the implementation of the Zambia Integrated Land Administration System (ZILAS), a digital platform aimed at streamlining land services. However, they called for further improvements to the system to address technical gaps and prevent misuse.
In a research presentation by Busiku Kaunda and Erick Ngosa from the Copperbelt University’s School of the Built Environment, concerns were raised about the lack of compensation or inadequate resettlement packages for displaced individuals. The study revealed that some affected communities received little or no compensation, sparking calls for the development of humane and equitable resettlement policies.
Traditional leaders also graced the event, including Chiefs Choongo, Chamuka, Musokotwane and Sekute, who reiterated the need for respectful engagement with customary authorities in national land reforms.
