The Ministry of Energy has issued a stern reminder to Oil Marketing Companies (OMCs) to resolve internal inefficiencies as it reaffirms the nation’s strong fuel security position, countering reports of isolated diesel shortages.
Speaking at a media briefing today, Permanent Secretary for Technical Services, Mr. Peter Mumba, clarified that recent supply gaps reported at some filling stations are not linked to any national shortfall but rather to logistical and administrative missteps within specific companies. He revealed that Zambia currently holds over 121 million litres of diesel in reserve, enough to cover 27 days of average national consumption, well above the 15 day regulatory minimum set by the Energy Regulation Board (ERB).
“This level of stock places Zambia in a secure and stable position regarding diesel supply,” Mr. Mumba said. “Any disruptions in retail distribution are therefore operational and not systemic.”
Monitoring data from 637 retail stations nationwide shows that 606 are fully stocked with both petrol and diesel, further confirming that the fuel distribution network remains broadly functional.
The Ministry, however, expressed concern over isolated incidents of fuel hoarding, particularly around the ERB’s monthly fuel price adjustments. Mr. Mumba warned that such practices are being investigated and will not be tolerated, especially given the healthy stock levels.
“We expect OMCs to maintain service continuity and avoid creating artificial scarcity through poor planning or speculative behavior,” he added.
In addition to addressing short-term distribution inefficiencies, Mr. Mumba pointed to ongoing reforms in the fuel sector. The implementation of the Open Access Framework under the TAZAMA Pipeline has opened up the market, introduced greater competition and helped drive down diesel prices in recent months.
“These reforms are delivering tangible benefits to consumers and businesses alike and we are committed to ensuring the momentum is sustained,” he said.
The Ministry reaffirmed its commitment to a stable and transparent petroleum supply chain and called on industry players to align with national objectives of reliability and efficiency. Collaborative efforts with the ERB and other stakeholders will continue to ensure the country’s energy sector operates at optimal standards.
