LUAPULA PROVINCE POSITIONED TO BECOME ZAMBIA’S LEADING FISHERIES HUB THROUGH STRATEGIC PARTNERSHIP

In a bold move to revolutionize the fisheries sector, the Zambia National Service (ZNS) and the Fisheries Department have embarked on a strategic collaboration aimed at unlocking the vast potential of Luapula Province. This initiative seeks to enhance fish production, boost economic growth, and position the province as the premier fisheries hub of Zambia and beyond.

The partnership was underscored during a high-level meeting on February 22, 2025, when a ZNS delegation, led by Brigadier General M.S. Choonga, Chief of Fisheries and Livestock, paid a courtesy visit to the newly appointed Luapula Province Permanent Secretary, Ms. Prudence Chinama.

The discussions centered on revitalizing aquaculture, increasing local fish supply, and reducing dependency on imports, aligning with President Hakainde Hichilema’s broader agenda of economic diversification and sustainable development.

Luapula Province is endowed with abundant water resources, yet it continues to import a significant portion of its fish supply. Addressing this paradox, Ms. Chinama expressed strong optimism about the collaborative efforts between the government and ZNS to transform the province into a self-sustaining fisheries hub.

“For too long, we have overlooked the potential of our natural resources. Luapula has the capacity not only to feed Zambia but to supply regional and international markets. This initiative is a step towards self-sufficiency, job creation, and economic empowerment,” she remarked.

She further emphasized the need to restore native fish species, modernize aquaculture practices, and build a robust fisheries industry capable of meeting both domestic and export demands.

A critical aspect of this initiative is the operationalization of the Samfya Aqua-Park facility, a project that could serve as a game-changer for the local economy. Brigadier General Choonga, speaking on behalf of ZNS Commander Lieutenant General Engineer Malichi Solochi, highlighted ZNS’s commitment to supporting the development of sustainable fisheries.

“Our objective is to complement government efforts by providing technical expertise and resources to ensure the success of this initiative. We are not here to take over but to work together as equal partners to achieve a shared vision,” he stated.

The Samfya Aquaculture Service Centre, once fully functional, is expected to boost fish production, create employment opportunities, and reduce the country’s dependence on imported fish. Principal Aquaculture Officer, Mr. Martin Mwale, reaffirmed the New Dawn government’s dedication to reviving the sector, noting that President Hichilema is fully behind this transformative agenda.

This partnership signals a turning point for Luapula Province, which has long struggled with economic challenges despite its rich natural resources. By leveraging strategic collaboration, modern infrastructure, and sustainable aquaculture practices, Luapula is poised to emerge as a leading fisheries hub in Zambia and the region.

With government support, investment in infrastructure, and the commitment of local stakeholders, the vision of making Luapula the epicenter of fish production is no longer a distant dream but a tangible goal within reach. The initiative not only aligns with Zambia’s broader economic diversification plans but also serves as a model for harnessing natural resources to drive national development.
