Muchinga Province, Zambia.

In a nationwide push to promote civic inclusion and strengthen access to essential services, the Government of the Republic of Zambia, through the Ministry of Home Affairs and Internal Security, has launched the 2025 National Mobile Registration Exercise in Muchinga Province.

The initiative—spearheaded by the Department of National Registration, Passport, and Citizenship—seeks to bridge the identity gap by ensuring all eligible citizens aged 16 and above receive National Registration Cards (NRCs). Spanning 90 days and divided into two 45-day phases, the exercise is designed to reach both district hubs and remote rural communities.

At the heart of the campaign is a mission to unlock opportunities for Zambians through official identity documentation. The NRC serves as a gateway to accessing crucial socio-economic services such as the Social Cash Transfer, FISP, Constituency Development Funds (CDF), and disaster relief support. It also enables participation in national development through access to banking, education, employment, voter registration, and passport services.

Officials have reaffirmed that the integrity of the process will be strictly upheld. Law enforcement officers, in collaboration with traditional leaders, will ensure that only eligible Zambian citizens are registered. The Ministry has issued a strong warning: any officer found facilitating the issuance of NRCs to non-citizens will face immediate legal consequences under the National Registration Act (Cap 126).

Emphasizing transparency and accountability, the Ministry further mandated that all registration personnel adhere to the highest ethical standards. Any form of corruption, data breaches, or misconduct—including unauthorized information sharing on social media—will result in instant dismissal from the exercise and further disciplinary action.

To accommodate the anticipated turnout, registration centres across all districts will operate seven days a week, including weekends. Citizens are encouraged to participate in the exercise promptly, especially with the 2026 General Elections on the horizon.

The Government is calling on traditional leaders, faith-based organizations, civil society, and the media to join in sensitizing communities about the value of national registration and the opportunities it opens for personal and collective progress.

This mobile registration campaign is not merely an administrative exercise—it is a cornerstone of inclusive development, reaffirming every citizen’s right to identity, participation, and empowerment.
