In a bold step toward bridging the national housing gap, the Government of Zambia is expanding its strategic partnership with global construction leader China Jiangsu International Economic Technical Cooperation Group.

The Ministry of Infrastructure, Housing and Urban Development has welcomed the company’s investment in advanced prefabricated housing technologies, reinforcing the Government’s commitment to inclusive, climate-resilient urban development.

During a high-level meeting held this morning at the Ministry’s headquarters in Lusaka, Permanent Secretary Professor Albert Malama officially received Mr. Song Qinbo, President of China Jiangsu, along with his delegation. The visit marks a significant milestone in bilateral cooperation, aligning with Zambia’s long-term development agenda under the Eighth National Development Plan (8NDP).

Professor Malama lauded China Jiangsu’s ongoing contribution to Zambia’s infrastructure landscape, particularly in sectors requiring innovation and efficiency. He underscored the strategic importance of the new prefabricated housing production facility being set up in partnership with the National Housing Authority.

“This investment introduces a transformative approach to housing delivery,” Prof. Malama said. “It leverages proven technology to offer scalable, cost-effective, and environmentally responsible solutions—exactly the kind of innovation Zambia needs to address its housing deficit.”

The facility is expected to produce modern, affordable homes using low-carbon construction methods and durable, eco-friendly materials—enhancing the capacity of the local housing sector while creating jobs and stimulating technological transfer.

In addition to housing, the Ministry is exploring opportunities to expand cooperation with China Jiangsu on the development of urban centres in emerging economic regions, including mining, agriculture, and tourism hubs. Prof. Malama also emphasized the potential for future collaboration on new Economic Zones, building on the success of existing Zambia-China joint ventures, such as the Lusaka South Multi-Facility Economic Zone.

Mr. Qinbo affirmed China Jiangsu’s dedication to supporting Zambia’s housing and infrastructure development goals. “Our prefabricated technology is designed to deliver sustainable, high-quality housing at scale. We are proud to support Zambia in building the foundations for its future,” he said.

He further expressed optimism about fast-tracking the Lusaka South factory, and confirmed China Jiangsu’s interest in broader infrastructure initiatives alongside the Ministry.

The Ministry confirmed that detailed technical consultations will continue next week, focusing on aligning project specifications, identifying key offtakers, and refining housing unit designs.

This landmark collaboration signifies a forward-looking approach to infrastructure development, aligning with President Hakainde Hichilema’s vision to industrialize rural regions and promote equitable urban growth across the country.
