CHILANGA DISTRICT ENHANCES SOCIAL CASH TRANSFER EFFICIENCY WITH ELECTRONIC PAYMENT MIGRATION

Chilanga District has successfully transitioned 7,012 Social Cash Transfer (SCT) beneficiaries from the traditional manual payment system to an electronic platform, marking a significant milestone in the government’s digital transformation agenda.
This initiative, spearheaded by the New Dawn Government through SMART Zambia Institute, is part of a broader strategy to improve service delivery by leveraging e-governance solutions for citizens, businesses and government institutions. The shift to electronic payments is expected to enhance efficiency, ensure timely disbursement of funds and provide beneficiaries with easier access to financial support.
With this transition, only 1,830 beneficiaries remain on the manual payment system out of the district’s total 8,842 SCT recipients. Among these, 2,075 are male and 6,767 are female. Additionally, the district supports an extra 10,001 individuals, comprising 3,223 men and 6,778 women.
Speaking at the election of new Community Welfare Assistance Committees (CWACs) in Chilanga, Lusaka Province Minister Sheal Mulyata reaffirmed the government’s commitment to safeguarding the integrity of the SCT program.
She warned against the politicization of the initiative, emphasizing that its primary purpose is to support vulnerable groups, including the elderly, children, and persons with disabilities, who struggle to meet their basic needs.
“We will not allow politics in the Social Cash Transfer programme. It exists solely to assist the most vulnerable in our communities, and that must remain its focus,” Minister Mulyata stated in a speech delivered on her behalf by Acting Lusaka Province Permanent Secretary Alex Mapushi.
The Minister further urged CWAC members to remain transparent and avoid unethical practices, such as replacing genuine beneficiaries with ineligible individuals.
She highlighted the vital role these committees play in community mobilization, awareness-raising, and ensuring that support reaches those who need it most.
Chilanga District Commissioner David Sheleni also commended the outgoing CWAC members for their dedication over the past three years, which contributed to the district’s track record of timely SCT payments. He encouraged the newly elected committee members to uphold the same commitment and integrity in their service.
“The new CWAC members must serve with honesty, impartiality, and a deep commitment to the well-being of our people. Your role is critical in ensuring that the most vulnerable in our communities receive the support they rightfully deserve,” Mr. Sheleni stated.
This transition to electronic payments aligns with the New Dawn government’s vision in broader efforts to modernize service delivery and improve efficiency in social protection programs, ensuring that financial assistance reaches beneficiaries promptly and securely.
