THE GOVERNMENT OF ZAMBIA OPEN ACCESS POLICY ON TAZAMA PIPELINE DRIVES COMPETITION AND EFFICIENCY IN FUEL SUPPLY

The Ministry of Energy acknowledges recent reports on fuel price adjustments following the implementation of the Open Access policy on the TAZAMA pipeline. This policy shift marks a significant step toward a more competitive, transparent, and efficient petroleum sector that benefits all Zambians.

The Open Access framework allows multiple Oil Marketing Companies (OMCs) to utilize the TAZAMA pipeline, fostering competition that has directly contributed to lower premiums for diesel. This is a clear indication that increased market participation can drive cost reductions and improve overall efficiency in fuel supply.

Developed through a collaborative process involving key stakeholders in the petroleum industry, the Open Access Guidelines are designed to balance industry concerns with the need for fairness and security in fuel importation and distribution. The Government appreciates the constructive engagement of OMCs, transporters, and other players in shaping a policy that serves both businesses and consumers.

It is important to clarify that fuel pricing under the Open Access regime is entirely determined by market forces. The Government does not set or influence the prices quoted by suppliers; rather, these are shaped by factors such as global oil prices, exchange rates, and competitive bidding. The Ministry of Energy’s primary role is to maintain a fair, transparent, and accessible marketplace for all qualified participants.

The Open Access policy was specifically introduced to eliminate monopolistic tendencies in the fuel supply chain, ensuring that all eligible OMCs have a fair opportunity to import fuel through the TAZAMA pipeline. Every process within the system is conducted transparently and competitively, reinforcing the Government’s commitment to integrity and accountability in fuel procurement.

The Ministry of Energy will continue to collaborate with oversight institutions to uphold these principles while ensuring that the sector operates in a way that benefits both industry players and consumers.

The New Dawn Government remains committed to policies that enhance affordability, efficiency, and security in the energy sector. The Ministry encourages the public to seek clarifications on petroleum matters directly from the relevant authorities to prevent misinformation and speculation.

As Zambia continues to embrace an open and competitive petroleum market, the New Dawn Government through the Ministry of Energy urges all stakeholders to uphold efficiency and fairness in fuel procurement and distribution.
