ZAMBIA MOVES TO STREAMLINE LAND ADMINISTRATION WITH PROPOSED AMENDMENTS TO LANDS AND DEEDS REGISTRY ACT

‎The Government has unveiled a proposal to modernise Zambia’s land administration system by introducing the Lands and Deeds Registry (Amendment) Bill, 2025, aimed at reducing delays, cutting litigation costs and enhancing public confidence in the land registration process.

‎The proposed Bill, which has been presented to the Internal Legislative Committee, seeks to amend the century-old Lands and Deeds Registry Act, Cap 185, first enacted in 1914, to align it with Zambia’s current development needs and challenges in land administration.

‎A central feature of the Bill is the empowerment of the Chief Registrar of Lands with the authority to cancel certificates of title and caveats issued in error, under strict legal safeguards, without the prolonged process of obtaining a court order. Currently, rectifying such administrative errors requires judicial intervention, resulting in costly and time-consuming litigation.

‎“The proposed amendment will establish a clear and efficient legal framework that allows for the rectification of mistakes in the land register while upholding transparency and accountability,” the Minister explained.

‎The move is expected to improve service delivery within the Ministry of Lands and Natural Resources, promote investor confidence and protect citizens by ensuring that inaccuracies in land titles can be corrected swiftly and fairly.

‎The proposed Bill also reflects the government’s commitment to leveraging legal reforms to advance ease of doing business in Zambia, enhance property rights security and modernise systems critical for the country’s sustainable development.

‎The Minister concluded by urging the committee to support the Bill’s progression to Parliament for consideration and enactment, emphasizing that the amendment will significantly improve the efficiency and credibility of Zambia’s land administration system while protecting the interests of all stakeholders.
